 The Council for the Municipality of Souris-Glenwood held its Regular Meeting duly assembled in the Council Chambers of the Municipality of Souris-Glenwood on Tuesday, April 23, 2019 at 7:00 p.m.

BE IT RESOLVED, that the Regular Council Meeting be recessed and that Council proceed with the Public Hearing to deal with the Variation Order Application No.

2019-03 for Lots 11/12 Block 1 Plan 17 – Jesse Arbuckle. CARRIED

No written or verbal submissions “for or against” were received. Mr. Jesse Arbuckle attended the hearing to answer any questions. Notification was given as required by The Planning Act, of the Hearing and of their right to make representation. The variation application for Lots 11/12 Block 1 Plan 17 was reviewed by Council.

Resolution No. 2019-077

BE IT RESOLVED that the Council for the Municipality of Souris-Glenwood authorizes the approval of the application of Jesse Arbuckle - Variation Application Order No. 2019-03

 a) to reduce the required side yard from 5 (five) feet to 3 (three) feet 10 (ten inches to allow for the construction of an attached garage

6.   Delegations

a. Bruce Apperley – review of Emergency Plan

Mr. Bruce Apperley attended the meeting to discuss with Council the review of the Souris-Glenwood Emergency Plan and a tabletop exercise for Council members. The review and exercise is scheduled for May 22, 2019.   

b. Manitoba Infrastructure – Bridge work to PTH 10 Souris River crossing

Denise Jubenvill, Acting Director of Regional Operations, Kyle Heroux, Actin Senior Bridge Construction Engineer and Sunny Sidhu, Bridge Design Engineer from Manitoba Infrastructure attended the meeting to update on the planned construction that will take place during the summer of 2019 on the Souris River Bridge located on PTH No. 10. The construction will include sub-structure repairs, as well as asphalt overlay to the existing bridge deck. The construction will result in lane closure on the bridge during the construction. The delegation advised that this may increase traffic on alternate roads through the municipality and the Town of Souris. Council thanked the delegation for attending the meeting.

BE IT RESOLVED that the Council for the Municipality of Souris-Glenwood approve for payment list of accounts:

1.to May 14th, 2019 represented by Cheque Nos. 10005474 to 10005541 - $346.683.99;  

 b. Payroll Deposits April 25th and May 10th, 2019 - $59,984.10

for a total of $406,668.09. CARRIED

1) Traffic Control Signs

WHEREAS the Public Works Committee has reviewed the following locations which require traffic control:

a)     “STOP” sign at the NE corner (for northbound traffic) of 2nd Street North and Railway Avenue

b)     “YIELD” Sign – NE Corner (for westbound traffic) of Willow Avenue West and Selkirk Street North

THEREFORE BE IT RESOLVED that the Council for the Municipality of Souris-Glenwood authorize the placement of the above list of traffic signs.

BE IT RESOLVED that the Council for the Municipality of Souris-Glenwood authorizes the approval of the application of

6325450 MB Ltd (Sparrow Homes)

            - Variation Application Order No. 2019-02

     a) To reduce the side yard from 10 (ten) feet to 6 (six) fee

       b) To increase the allowable persons permitted in a Residential care facility                                                                                                            from 2 (two) persons to 10 (ten) persons

      c) To reduce the required parking spaces from 10 (ten) spaces to 4 (four) spaces
